SUBJECT:                  Consider Adoption of Resolution Approving the Special Event Permit with the Temporary Road Closure of Various Streets in Conjunction with the Annual Posy Parade, Subject to Conditions of Approval; and Waiver of Fees Associated with Required City Permits and City Personnel

 

 

BACKGROUND:

 

In 2025, the Posy Parade will celebrate its 83rd year as a tradition in San Bruno. Held annually on the first Sunday in June, the parade highlights the talents and spirit of the youth within the San Bruno community. Over the past 82 years, local youth organizations and schools have collaborated to present a vibrant parade featuring floats and marching bands.

 

The Posy Parade is planned, organized, and executed by the San Bruno Lions Club (Lions Club), with the City of San Bruno working closely with the Club each year to ensure the event is enjoyable and safe for all participants. The City has consistently covered all direct costs related to maintaining safety throughout the event. Given the significant involvement of residents, especially children, in the parade, it is essential for the City to take all necessary precautions to ensure their safety.

 

The Lions Club, lacking the expertise to develop a comprehensive Traffic Control and Event Safety Plan, has previously expressed its inability to fund the development of such a plan through consultants. In response, the Lions Club sought the City’s assistance to ensure the parade could proceed safely. City staff promptly stepped in to support the parade and are fully prepared to offer their assistance again in 2025.

 

In addition to supporting the parade itself, the City provides essential services for hosting a large community event, including parking enforcement, traffic control, intersection management, street closure notifications, event security, post-event clean-up, community outreach, and Fire Department support for fire, rescue, and emergency medical services. These services have been integral to the coordination and success of the Posy Parade and other community events in the past.

 

DISCUSSION:

 

The City of San Bruno received a Special Event application from the Lions Club for their annual Posy Parade (Event) in February 2025.  The Lions Club requested to revert to crossing El


 

Camino Real and extending the parade route significantly. Unfortunately, after thorough review, this proposal has been deemed infeasible due to the extensive safety measures required, the residential street impacts, the need for an Encroachment Permit with the State (Cal Trans), and associated costs and resources that exceed the current budget for the event.

 

City staff met with members of the Lions Club on March 25 to discuss alternatives that can be supported within the resources and allocated budget for the event. A consensus was reached regarding the parade route between the Lions Club and the City staff. As a result, an updated application was received by the Lion’s Club on March 26 and includes a parade route on Crystal Springs beginning at Linden Ave and terminating at the Parks Yard in City Park with staging occuring on Linden Ave. The Lion’s Club will serve hot dogs and beverages in front of the Lara Field concessions following the parade. City staff will provide ancillary activities and entertainment following the parade. Additionally, notice will be given to residents and businesses along the route.

 

As stipulated in Municipal Code Chapter 4.08, the Chief of Police shall impose conditions and requirements upon the issuance of the permit as deemed necessary to protect and preserve the safety of the persons attending the event and the peace and quiet of the neighborhood in which the event is being held.

 

Section 4.08.050 of the Code provides that the Chief of Police shall make all necessary arrangements with the applicant for the presence of a sufficient number of either off-duty police officers, security guards, or both, as determined by the Chief of Police, who shall be required to be present during the event. Section B. under Permits-Issuance-Conditions states: The costs of the presence of any such personnel shall be paid by the applicant. Staff are recommending a waiver of these fees. In addition, the Chief of Police may deny the application if he or she makes any determination that the proposed event would be contrary to the public safety, health, or welfare and could not be mitigated by reasonable conditions which might be imposed by the Chief of Police.

 

At the request of the Lions Club, the Police Department has developed a Traffic Control and Safety Plan for the proposed event, which meets the above-described conditions for approval by our Chief of Police.

 

The City provides critical logistical and operational support for the Posy Parade each year to support the Lions Club in the delivery of this important community event. The Lions Club has submitted an application for the 83rd Posy Parade to take place on Sunday, June 1 from 11:00
a.m. to 1:00 p.m. The agreed upon parade route will begin with the line up on Linden Ave. The parade will travel down Crystal Springs Road and left into City Park at the Lara Field Parking lot. The proposed road closure and set up time begins at 8am with the parade starting at 11am. The Lions Club requested the City assist with the development of the Traffic Control and Safety Plan, and to consider the waiver of costs associated with the development and implementation of the Plan as well as the costs associated with the Special Event Application Fee. Historically, the City has provided the requested assistance and funded the City’s direct cost incurred for the parade. The Community Promotion budget has a balance of $48,000 in FY25. Staff have developed a safety plan that supports the parade and is not expected to exceed this budget.

 





 

FISCAL IMPACT:

 

The City Council’s community promotions budget for FY25 includes funding in the amount of

$48,000 to offset City costs incurred for the Posy Parade special event. Staff estimate that costs will not exceed the allocated budget for this event.

 

ENVIRONMENTAL IMPACT:

 

The Project is exempt from the California Environmental Quality Act (CEQA).

 

RECOMMENDATION:

 

Adopt a Resolution:

1.  Approving the Special Event Permit With the Temporary Road Closure of Various Streets in Conjunction With the Annual Posy Parade

         2.  Waiver of fees associated with required City permits and City personnel.

 

ALTERNATIVES:

 

1. Deny the application and do not support the Posy Parade for 2025.

RESOLUTION NO. 2025 -     

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN BRUNO APPROVING THE SPECIAL EVENT PERMIT WITH THE TEMPORARY ROAD CLOSURE OF VARIOUS STREETS IN CONJUNCTION WITH THE ANNUAL POSY PARADE AND WAIVER OF FEES ASSOCIATED WITH REQUIRED CITY PERMITS

 

WHEREAS, the San Bruno Lions Club (Lions Club) submitted a Special Event Application for their 83rd Annual Posy Parade, scheduled for Sunday, June 1, 2025 in the City of San Bruno between the approximate hours of 11:00 a.m. and 1:00 p.m.; and

 

WHEREAS, the Posy Parade (Event) is a long-standing tradition held on the first Sunday in June, showcasing the youth of the San Bruno community; and

 

WHEREAS, the Posy Parade is planned, organized and delivered by the San Bruno Lions Club and City staff worked with members of the Lions Club to align the event with the City of San Bruno Municipal Code Chapter 4.081 titled Dance and Entertainment Events; and

 

WHEREAS, the Lions Club agreed to the parade route to begin on Crystal Springs Road with staging on Linden Avenue, Crystal Springs Road, turn into the Lara Field Parking lot and end at Lara Field; and

 

WHEREAS, the Lions Club requested the City of San Bruno to assist with the development of the Traffic Control and Safety Plan (Plan), and to consider the waiver of costs associated with the development and implementation of the Plan and Incident Action Plan for the Event; and

 

WHEREAS, the City desires to work with the Lion’s Club to provide community outreach to notify residents about the parade and associated street closures and temporary no-parking restrictions along the parade route that will temporarily affect public street parking and vehicular access to private property; and

 

WHEREAS, as stipulated in Municipal Code Chapter 4.08, the Chief of Police shall impose conditions and requirements upon the issuance of the permit as deemed necessary in order to protect and preserve the safety of the persons attending the event and the peace and quiet of the neighborhood in which the event is being held; and

 

WHEREAS, Municipal Code Section 4.08.050 authorizes the Chief of Police to require the applicant to provide a sufficient number of off-duty police officers, security guards, or both, to be present for an event, and to deny an application if any determination is made with regard to the public safety, health, or welfare that could not be mitigated by reasonable conditions which might be imposed by the Chief of Police; and

 

WHEREAS, the conditions under which the event may be held will include: (I) an obligation for the applicant to indemnify, defend, and hold harmless the city, its officers, employees, and agents, from any and all claims and lawsuits involving or related to the special event, as well as the City’s consideration and approve of the application, (ii) an obligation for the applicant to hold insurance for the parade, (iii) gaining permission for food trucks from the San Mateo County Health Department, and requiring all food vendors to hold valid Health

ATTACHMENT 1


Department permits, and (iv) any other conditions deemed necessary or useful in the sole and absolute discretion of Chief of Police in consultation with City staff pursuant to Section 4.08.050; and

 

WHEREAS, the proposed waiver of all City fees and costs for the parade in an amount of up to $48,000 serves a valid public purpose in promoting the health, safety and welfare of the public, including bringing the community together to celebrate a unique historical tradition and fostering community pride and wellbeing by strengthening community relationships.

 

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Bruno hereby:

 

1.     Declares that the recitals above are all true and correct and are incorporated herein by reference.

2.     Approves the Special Event Permit with the Temporary Road Closure of Various Streets in Conjunction with the Annual Posy Parade.

3.     Approves a Waiver of Fees associated with required City permits and City personnel.
